utilizes a grassroots level approach in strengthening people's organization, developing livelihood perspectives and enabling better access to quality education for qualified beneficiaries in the Archdiocese of Lipa. It directs all advocacy initiatives of the Ministry on Social Services by advancing the Church's social doctrine in the peripheries.
